A call for evidence – Asset Management
The Finance Committee is calling for information to help inform our inquiry into the process of Asset Management.
This inquiry will adopt a cross –public sector approach under two main areas:
· Processes involved in the management of the Welsh Government’s own estate; and
· Guidance, support and the promotion of good practice by the Welsh Government in relation to asset management across the wider Welsh public sector.
The Committee would welcome your views on any or all of the following points:
· Is asset management linked to wider strategic and policy objectives, both in the Welsh Government, and across the wider public sector?
· What lessons can, or have, been learnt from existing good practice in Wales, or elsewhere, in relation to approaches to asset management improvement in the public sector.
· What progress has been made by the Welsh Government in strategic asset management and implementing initiatives to improve the efficiency of asset management across the Welsh public sector?
· In 2010 the Wales Audit Office made the following recommendations, from your experience, to what extent has progress been made in relation to these?
o The Assembly Government should enable more effective land and buildings management across Wales by consulting with public bodies to ascertain what further guidance, information, support and incentives may be required to encourage an improved and more co-ordinated approach to the management of land and buildings.
o Ensure land and buildings strategies are up to date and link clearly with corporate and service objectives.
o Involve all stakeholders in the development of land and buildings strategies with ownership of the strategies at the highest level.
o Develop service land and buildings plans which link to the corporate land and buildings strategy.
o Integrate land and buildings management with service planning, workforce planning and ICT strategies, doing more to improve utilisation through flexible working and land and buildings rationalisation.
o Ensure roles and responsibilities for managing land and buildings are clearly defined, understood and communicated. [1]

Witnesses should be aware that once written evidence has been submitted to the Committee it is treated as the property of the Committee.
The Committee welcomes contributions in English or Welsh, and we ask organisations with Welsh Language policies/schemes to provide bilingual submissions, in line with their public information policies.
It is the Committee’s intention to place written evidence on its website, and it may subsequently be printed with the report. The National Assembly will not publish information which it considers to be personal data with the exception of personal opinion and personal data relating to your identity as author of the evidence and the capacity, if any, in which you provide the evidence (for example, a job title).
However, in the event of a request for information (which includes personal data) being submitted under the Freedom of Information Act 2000, it may be necessary to disclose, in whole or in part, personal data that you provide. This may include personal data which has previously been removed by the National Assembly for publication purposes (as described in the paragraph above).
If you are providing any information, other than personal data, which you feel is not suitable for public disclosure, or if you do not wish your identity, as author of the evidence, to be disclosed, this must be clearly identified and it is up to you to stipulate which parts should not be published, and to provide a reasoned argument to support this. The National Assembly will take this into account when publishing information or responding to requests for information.
